Meet Gregor Hackmack

German social entrepreneur and a long-time advocate for democratic participation and transparency, Gregor is the co-founder of Parliament Watch (Abegeordnetenwatch), a civic tech platform that brings transparency and accountability into the heart of democratic systems. While he’s based in Hamburg, the work of Gregor and Parliament Watch has grown and is now active in multiple countries. The mission is simple, yet powerful: make democracy more transparent, responsive, and accessible. In addition to this, Gregor is the co-founder of Innn.it, a German platform for digital campaigns. Innn.it emerged from a split with Change.org in 2022 and with the support and guidance of Gregor throughout the years. This further amplifies his commitment to democratic innovation at both the grassroots and institutional levels.

The Problem and Focus

In the 2000’s, Gregor saw a growing problem in Germany and across Europe. Citizens were feeling increasingly disconnected from politics, and there was a growing gap between voters and those who represent them. Lack of transparency, limited access to political decision-making, and minimal communication only continued to exacerbate the problem. Gregor’s response was to build a platform that turned passive voters into active participants. Parliament Watch enables citizens to publicly ask questions to their elected officials, while also providing data like voting behaviour, committee memberships, and declarations of interest.  
 

Parliament Watch takes a non-partisan, transparent, and digital approach – largely focusing on meeting people where they are. What began as a small project in Hamburg, has quickly gained national traction. Building on his work at Parliament Watch, Innn.it is a petition platform that helps citizens not only raise their voices but turn support into real political action. Similar to Parliament Watch, Innn.it uses technology to close the gap between citizens and decision-makers, but with a sharper focus on direct democracy and civic mobilization. 

The Impact

Gregor and the team at Parliament Watch have had direct impact on democratic systems, both in Germany and internationally. With their use and credibility, German media outlets like Der Spiegel and Süddeutsche Zeitung now regularly use the data to analyze political behavior, holding public figures accountable on a broader scale. Not only that, but his work has also shaped policy directly, contributing to transparency legislation in Hamburg and electoral reform movements across Germany. The platform has been adopted in other countries — including Austria, Ireland, Luxembourg, and Tunisia — proving that this model of digital democracy is not only scalable but globally relevant. 

Looking at his work with Innn.it, it is evident that Gregor’s leadership and innovative thinking have led to a shift in political norms. From pushing for legal reforms like the Gewalthilfegesetz (support for victims of violence) to mobilizing over 1 million people to demand a review of a potential AfD party ban, he continues to push the boundaries, no longer making accountability a fringe demand. Through his work, he has redefined what democratic participation can look like, building a culture of accountability and ensuring all citizens have power.
